International Renowned Talent Passport: an evolving system

Issued since November 2016, in accordance with the Law of 7 March 2016 which created the "Talent Passport" status, the residence permit (or long-stay visa if the foreigner applies for such status while still residing in his country of origin), which is multi-yearly based on national or international reputation, it concerns:

"10° Foreigners whose national or international reputation is established and who comes to France to exercise an activity in a scientific, literary, artistic, intellectual, educational or sporting field."


An impact study highlighted some difficulties in issuing a "Talent Passport" type, convincing the legislator to modify the system in a less restrictive way.

Thus, since March 1, 2019, the article will be amended as follows:


"10° Foreigners whose national or international reputation is established or likely to contribute significantly and sustainably to economic development, the development of regional planning or France's influence and who comes to France to pursue an activity in a scientific, literary, artistic, craft, intellectual, educational or sporting field. »
